세계 최고의 폐암 전문가 집단인 세계폐암학회(Int‘l Association for the Study of Lung Cancer : IASLC)가 담배의 제조 및 판매를 궁극적으로 금지하도록 각국 정부에 촉구하고 나섰다.
전 세계 53개국 2300 여명의 정회원을 가진 IASLC(회장 : 데스몬드 카니, Desmond Carney)는 6일 서울 삼성동 코엑스(COEX)에서 열린 제12차 세계 폐암학술대회 총회에서 폐암 등 치명적 질환의 궁극적 예방을 위해서는 금연 이외에 다른 대안이 없다는 점을 강조하면서 각국 정부가 담배의 제조 및 판매를 궁극적으로 금지하는 법적 조치를 취할 것을 권고하는 ‘담배규제선언문’을 새로이 개정, 채택했다.
2005년도에 채택된 이 선언문은 흡연이 폐암 발생원인의 약 90%를 차지하고 있으며, 지구상에 폐암을 없애기 위해서는 금연이 가장 확실한 방법임을 강조하면서 각국 정부 차원에서는 담배규제기본협약의 이행, 공공장소에서의 금연, 청소년 등에 대한 금연 교육 및 담배소비세 인상 등을 주요 내용으로 하고 있다.
그런데 이번 총회에서는 궁극적으로 담배의 제조·판매를 하지 못하게 하는 금연 법안을 도입할 것을 권고하는 내용을 추가했다.

폐암은 전세계 암사망중 가장 큰 비중을 차지하고 있고, 그 발생률은 남녀 구분 없이 놀라운 속도로 증가하고 있으며, 특히 개발도상국에서의 증가가 눈에 띈다. 폐암 발생 사례의 90%가 직․간접흡연에 기인하므로 폐암은 담배를 피우지 않으면 걸리지 않고 예방할 수 있는 병이다.
흡연은 각종 암과 심혈관질환 및 만성 폐질환 발생의 주된 원인이다. 담배로 인한 전세계적 질병의 만연이, 특히 폐암 사망이 향후 몇 십 년 내에 감소하기를 바란다면, 우리가 가진 극복 전략의 가장 핵심 요소는 금연일 수밖에 없다. 왜냐하면 많은 경우 흡연은 청소년 시기에 시작되기 때문에, 청소년의 니코틴 중독은 반드시 막아야 한다. 폐암을 퇴치하고자 하는 목적 달성에 기여하기 위해, 세계폐암학회는:
1. 각국 정부가 다음과 같은 조치를 취할 것을 권고한다.
- 세계보건기구 담배규제기본협약의 비준과 신속한 시행
- 각 회원의료기관 협력하여 금연과 직장 내 완전 금연구역 실현
- 흡연 예방 프로그램, 특히 청소년을 대상으로 한 금연사업 추진
- 비흡연자를 간접흡연의 해악으로 보호하기 위한 조치 등 공공장소에서의 금연을 실시하기 위한 법제화 추진
- 학교 내 금연 교육 프로그램 등 흡연이 건강에 미치는 해악을 경고하는 교육 프로그램 개발 보급
- 담배 소비를 감소시키기 위한 담배소비세 인상
- 담배 밀수입 금지 강화를 위한 정부 차원의 노력
- 궁극적으로 담배 제조 및 판매를 금지하는 법적 조치
2. 기타 의료 관련 단체나 의료기관이 금연 및 금연교육 캠페인에 참여하도록 적극 지원한다.
3. 모든 의료진이 금연과 관련한 상담 교육을 받도록 지원한다.
4. 전 산업 부문과 언론이 담배 광고 및 판매 행위를 하지 않도록 권고한다.
5. 흡연과 폐암의 상관관계에 관한 교육 기자재를 만들 것을 약속한다.

Lung cancer is the leading cause of cancer death in the world. The incidence is rising at an alarming rate in both men and women, particularly in the developing world. Ninety percent of cases are caused by active or passive smoking, and therefore, could be avoided or prevented. Smoking is a major factor in the development of cancers, cardiovascular disease and chronic lung disease. If the global epidemic caused from tobacco, particularly the epidemic of lungcancer deaths, is to be decreased in the next few decades, smoking cessation must be a key component of our strategy.(Peto, 2000) Because smoking tobacco most often begins in childhood or early adolescence, nicotine addiction in this population must be prevented. In order to help achieve its goal of eliminating lung cancer, the IASLC:
1. Requests governments to:
- Ratify the Framework Convention on Tobacco Control and work to speedily implement its Articles.
- Work within each of the members Cancer Centers or Clinics to promote smoking cessation and a complete smokefree workplace campus.
- Promote smoking and all tobacco prevention programs, particularly those that are focused on youths.
- Promote legislation or regulations that enforce smokefree public places, including transportation systems particularly to protect non-smokers from the effects of secondhand smoking.
- Promote educational programs that warn of the deadly effects of tobacco on health, including programs with the school systems.
- Increase taxes on tobacco in order to decrease its use.
- Encourage governments to enforce anti-smuggling laws with increased surveillance
- Initiate legislative action for ultimate elimination of manufacture and sales of tobacco products
2. Encourage other medical societies and health care institutions to join in campaigns against smoking and for anti-smoking education.
3. Encourage all health care providers to receive training in counseling on stopping smoking.
4. Requests all industrial sectors and media organs to eliminate tobacco advertising and marketing.
5. Promises to produce materials that will aid in education concerning smoking and lung cancer.
