[헬스코리아뉴스 / 이지혜] 국제간호협의회(ICN) 파멜라 시프리아노(Pamela Cipriano) 회장은 8일 윤석열 대통령에게 간호법 제정을 요청하는 서신을 전달했다. ICN은 세계 135개국 약 2800만 명의 간호사와 각국의 간호협회를 대표하는 조직이다.
대한간호협회는 이날 보도자료를 내고 ICN 파멜라 회장이 보낸 서신을 공개했다.
ICN 파멜라 회장은 서신에서 “대한민국의 대통령님께 편지를 쓰게 되어 영광”이라면서 “항상 대한민국 간호사들에게 많은 격려와 지지를 보내주셔서 감사하다”고 말했다.
이어 “UN과 WHO에서는 미래의 보건의료 요구, 지속 가능한 발전 목표와 보편적 건강 보장의 달성을 위해 보건의료시스템의 중추적 역할을 하는 간호사 부족 문제를 해결하고 간호사의 교육, 리더십 및 간호에 대한 투자의 중요성을 인식하여 이를 권고하고 있다”고 덧붙였다.
파멜라 회장은 특히 “세계 각국에서는 인구의 고령화와 만성질환의 증가로 인해 전문가로서 간호사의 중요성을 인식하고 있으며 90여 개 이상의 국가들이 간호법을 제정하고 있다”며 “수준 높은 간호와 환자 안전을 보장하기 위해 미국은 1923년에, 영국은 1939년에, 일본은 1948년에 간호법을 제정했다”고 소개했다.
ICN 파멜라 회장은 “그러나 대한민국의 경우 별도의 간호 단독법 제정없이, 의사·치과의사·한의사·조산사를 포함한 포괄적인 법률인 의료법으로 간호사 업무를 규정하고 있다”면서 “간호법은 환자 안전을 보장하고 간호사의 채용과 근속을 개선하며, 명확한 규제 및 교육 기준과 절차를 수립하고, 적절한 근무 환경을 보장하는 데 도움이 될 것”이라고 강조했다.
또 “간호법은 ICN이 수립되는데 도움을 주었으며 제74차 세계보건총회(World Health Assembly)에서 만장일치로 지지한 ‘2021-2025 간호 및 조산을 위한 글로벌 전략 방향(Global Strategic Directions for Nursing and Midwifery 2021-2025)’에 명시된 조치를 이행하는 훌륭한 사례”라면서 “대통령님께서 지난 4월 27일 미국 상하원 합동연설에서 언급하신 것처럼 19세기 후반부터 미국 선교사들이 한국 여성들을 교육하기 시작했고 그 결과 여성들은 교육, 미디어, 의료 등 다양한 사회활동에 진출할 수 있었다”고 말했다.
아울러 “대한민국 간호는 이 시기부터 비약적으로 발전하였으며, 이제는 높은 수준을 갖춘 전문직으로 인정받고 있으나 간호에 대한 법적 토대를 제공하는 간호법은 후진국 수준에 머물러 있다”고 지적했다.
끝으로 ICN 파멜라 회장은 “2023년 5월 12일은 플로렌스 나이팅게일 탄생 203주년을 맞이하는 해이며 한국 간호가 시작된 지 100년이 되는 날”이라며 “이 뜻깊고 역사적인 순간에 대한민국 국민의 생명과 안전을 보호하기 위해 헌신적으로 간호 돌봄 서비스를 제공해 온 간호사들에게 간호법 제정이라는 소중한 선물을 주시기를 간절히 소망한다”고 요청했다.

Your Excellency,
On behalf of International Council of Nurses (ICN), which represents over 130 national nursing associations and the 28 million nurses around the world, it is my great honour to write to you today to express my sincere gratitude for your ongoing support of the Korean nurses.
The United Nations and the World Health Organization have recognised and called for the importance of investing in nursing jobs, education and leadership and addressing shortages as they are backbone of our health systems and vital to addressing future health needs, the Sustainable Development Goals and Universal Health Coverage.
Due to ageing populations and a rise in the number of chronic patients, nations around the world recognise the importance of nurses as specialists and more than 90 countries have enacted nursing laws. To implement various policies to ensure quality nursing care and patient safety, the United States enacted a Nursing Act in 1923, the United Kingdom in 1939, and Japan also enacted a Nursing Act in 1948. However, in the case of the Republic of Korea, a comprehensive medical law exists that covers doctors, dentists, oriental doctors, and midwives but there is no independent nursing law.
The new Nursing Act will help to ensure patient safety, improve recruitment and retention of nurses, establish clear regulatory and educational standards and processes, and ensure decent working conditions for nurses. The Nursing Act is an excellent example of delivering the actions set out in the current Global Strategic Directions for Nursing and Midwifery (2021-2025) that ICN helped to develop and which were unanimously supported by the 74th World Health Assembly.
As you mentioned in your address to the United States’ House and Senate on 27 April, American missionaries began to educate Korean women in the late 19th Century, and as a result, women were able to enter various social activities such as education, media and medical care. Nursing has advanced significantly since this time, and is now recognised as a highly qualified profession. However, nursing laws, which provide the legal framework for nursing, remain at the level of underdeveloped countries.
On 12 May 2023, we will celebrate the 203rd anniversary of Florence Nightingale’s birth, as well as the 100th anniversary of the beginning of nursing in Korea. Respected President Yoon Suk Yeol, I sincerely hope that at this meaningful, historic moment, you would bestow the precious gift of enacting the Nursing Act to the nurses who have dedicatedly provided nursing care to protect the lives and safety of the Korean people.
